Faces of Westminster’s Local Heroes

In North Paddington, bus stops are adorned with portraits of people who have devoted years to giving back to their neighbours. The campaign, called Local Heroes Westminster, is part two of a project by Westminster City Council celebrating unsung heroes across Westminster. It shares the stories of residents whose work has brought care, safety, and opportunity to the community.

Carl Gabriel is a well-known carnival technician, famous for his wire-bending and papier-mâché work. For many years, his costumes and sculptures have been a big part of Notting Hill Carnival. One of his recent pieces was a mermaid costume for the Junior Queen of Paddington Arts, crafted from recycled materials to highlight the value of sustainability. Carl also teaches traditional skills and encourages young artists to find their own style, passing on the craft to a new generation.  

Alongside Carl, the campaign honours others whose work shapes life in Westminster. Lyndsy launched Westminster Children’s University, set up community navigators, and leads the Queen’s Park Family Hub. Eartha founded the ESP Foundation and Girls Allowed, running girls’ football, mentorship, and sustainability projects. Souad, with Age UK Westminster, arranges fitness classes and social outings to reduce loneliness among older residents. Tony Lazare founded the London Basketball Association, which utilises sports for coaching, crime prevention, and job opportunities, now supported by his son, Amen. Jacqui manages the North Paddington Food Bank, providing meals, legal assistance, and advocacy, particularly in the aftermath of the Grenfell tragedy. 

Mohamed founded Hilal Rangers Youth FC and the Sudanese Youth Club, helping to steer young people away from gangs. Tashan runs Sports Play Motion, offering football and multi-sport sessions for children with disabilities and young athletes aged 3 to 18 years old.  

The illuminated portraits in North Paddington celebrate local champions, showing how people strengthen communities and improve life in Westminster.
